The PFNOSCM aims for the Malagasy civil society, to be strong, representative, reliable and united, structured to be capable of being the partner's interlocutor at local, national and world level. The PFNOSCM aims for Madagascar: a well governed country, developed and where all the Malagasy population benefits from it. Its reason of being relays on the necessity of structuring, organizing and strengthening the Malagasy Civil Society for good governance promotion in Madagascar with the goal of an effective sustainable human development. Its general objective is that the malagasy civil society contributes effectively to the improvement of the living conditions, the governance practices and the participative democracy by influencing the public policies of fight against poverty. This alllows to answer the population's aspiration at the local and national level in Madagascar.
Here are the strategic axes which drive the activities:
S.A 1: mobilization and organizational, institutional and technical reinforcement of the national and regional platforms and themes of the Malagasy civil society
S.A 2: implementation and intensification of participation mechanisms in the formulations, implementation and follow-ups-evaluations of the strategies and policy development.
S.A 3: management of an internal and external, relevant and efficient communication strategy ;
S.A 4: development of partnerships with various actors of development at national, regional and international level;
S.A 5: investment of the national, regional and international spaces of influence.

The big challenges for 2010 are of several orders, among others:
- the implementation, the intensification of the organizational and technical capacities of the Regional Platforms of the Civil Society Organizations(RPFCSO),
- the capacity building of Thematic National Platforms (TNPF),
- the improvement of participation in conflict resolution and prevention, (mainly in the current political crisis),
- the intensification of the united vision and action of the PFNOSCM, its role of strategic actor within the various entities for a consensual, including and peaceful solution in front of the crisis, and of mediator with the various spheres of influence,
- the improvement of the PFNOSCMs system of communication and information.
The biggest challenges in this context is: how to assure the main part of the programs and projects with the reduction of the resources due to the crisis? How is it possible to deal with this with various obstacles in communication and freedom of action at national and local level?
Nature and description of services for members
Communication / Information
Information on the civil society definition, visions, roles, missions, civil society charter, information on funding applications and opportunities, on theme meetings at a national and international level; technicalcapacity building (project creation and management, knowledge of law texts, public policies in every sector, management of conflict, advocacy technics, etc)
Training
Project building and management, conflict managing, advocacy technics, structuration, integration of a gender critaria in projects, capacity building in law : constitutional revisions, right to defense, judicial procedure, way to contact an administrative and financial court, follow-up of public market, training on election observation.
Partners
Accompaniment for the implementation of a dialogue space between civil society and local authority Regional Platforms; implementation of thematic groups at a regional and national level; advocacy with the decision-makers for the existence and functioning of a dialogue space between the civil society and the State in the sector-based ministries and their connected agencies.
Logistic support
Provision of desk and equipment at the national headquarters, permanent advocacy with the sponsors for the implementation of resources centers for the civil society organizations in the regions of Madagascar.
Strengthening members' potential
Support for the structuralization of the regional platforms (priority program of the platform), funding research, training for project building and management, structuralization of the civil society regional platforms, several thematic trainings: management of conflict, advocacy technics; sharing of news, support for the elaboration of an advocacy strategy.
Legal counsel
Support for the creation of an association with clear missions, objectives and behavior code; democratic and transparent governance, law advice: activities realized more at the regional platform level than at the national level.
Representative activities of the NGOs
Participation in spaces of dialogue with ministries: to the Ministry of the Public works and Meteorology: member of the board of Directors of Emergency Works; Ministry of Justice; Ministry of Economics, Business and Industry: member of the CREAM board (Research and Study Center in support for the Economic Analysis in Madagascar); Ministry of Post and Telecommunication; Ministry of Health and Social welfare: partnership in the elaboration, implementation and policy follow-ups; Ministry of Education and of Scientific Research; Ministry of Public Services and Social Laws: member of the Steering Committee of the Public Service reform, member of the national Committee and regional committees for the development of ethic business. Defense of people's interests: Advocacy activities in water and assainessement, elimination of illiteracy, protection of natural resources, (mining and oil resources, water, small farmers, free access to caesarian operations for women, country roads in enclosed zones, integration of gender in all the strategies and the programs on the fight against AIDS); leader of the civil society in resolution of the current political crisis; Ministry of Finance: member of the follow-up committee of public markets; upper member of the Integrity Council.

Comment : It is an average budget. Since 2009 and so far, our financing are suspended because of the political crisis. It is the case for UNDP and SAT. After negotiation, this last one gave a principale agreement to free a second part of funds which should have been freed last year.

Amounts defined in the Internal Regulation but not applied for the moment for several reasons, of which the economic crisis context provoked by the political crisis. Right of membership: 3,30 euros (the same amount for all); annual Contribution for association: 6,60 euros; for the thematic groupings: 16,60 euros.

    3 March 2009, In keeping with its declarations dated 27th January and 2nd February 2009, and its appeal to the Malagasy people on 6th February for a non-violence and non-aggression pact, and in the wake of the exacerbation of the current sociopolitical crisis which resulted in the massacre in Ambohitsorohitra last Saturday, where around hundred lives were lost and a hundred people injured, the PFNOSCM (National Platform of Civil Society Organizations of Madagascar), strongly reiterates its stand in this document.
