The PFNOSCM aims for the Malagasy civil society, to be strong, representative, reliable and united, structured to be capable of being the partner's interlocutor at local, national and world level. The PFNOSCM aims for Madagascar: a well governed country, developed and where all the Malagasy population benefits from it. Its reason of being relays on the necessity of structuring, organizing and strengthening the Malagasy Civil Society for good governance promotion in Madagascar with the goal of an effective sustainable human development. Its general objective is that the malagasy civil society contributes effectively to the improvement of the living conditions, the governance practices and the participative democracy by influencing the public policies of fight against poverty. This alllows to answer the population's aspiration at the local and national level in Madagascar. Here are the strategic axes which drive the activities: S.A 1: mobilization and organizational, institutional and technical reinforcement of the national and regional platforms and themes of the Malagasy civil society S.A 2: implementation and intensification of participation mechanisms in the formulations, implementation and follow-ups-evaluations of the strategies and policy development. S.A 3: management of an internal and external, relevant and efficient communication strategy ; S.A 4: development of partnerships with various actors of development at national, regional and international level; S.A 5: investment of the national, regional and international spaces of influence. The big challenges for 2010 are of several orders, among others: - the implementation, the intensification of the organizational and technical capacities of the Regional Platforms of the Civil Society Organizations(RPFCSO), - the capacity building of Thematic National Platforms (TNPF), - the improvement of participation in conflict resolution and prevention, (mainly in the current political crisis), - the intensification of the united vision and action of the PFNOSCM, its role of strategic actor within the various entities for a consensual, including and peaceful solution in front of the crisis, and of mediator with the various spheres of influence, - the improvement of the PFNOSCMs system of communication and information. The biggest challenges in this context is: how to assure the main part of the programs and projects with the reduction of the resources due to the crisis? How is it possible to deal with this with various obstacles in communication and freedom of action at national and local level?

Nature and description of services for members

Comment :	It is an average budget. Since 2009 and so far, our financing are suspended because of the political crisis. It is the case for UNDP and SAT. After negotiation, this last one gave a principale agreement to free a second part of funds which should have been freed last year.

History and tasks of the NGO national platform

Please describe the important factors connected to the creation of your NPF

The implementation process of the national platform led for two years (since April 2003) of which the National Partnership Agreement held in June 2005 is the outcome, establish a historic initiative which finds its source in the endogenous and exogenous requirements and which includes itself in a world and national context well determined.
Worldwide, the more and more unanimous recognition, since about fifteen years, of the major role played by all the civil society organizations in the defence of population’s fundamental interests, that is in the fight led for the diminishing of poverty, sustainable human development and good governance, approaches a new phase at this beginning of the third millennium because of the escalation situation of poverty in various countries and continents within the framework of globalization.
Indeed, the recommendations and resolutions of several international authorities (United Nations Conference in favour of Least Developed Countries 2001, on the Financing of Development 2002, ACP countries Brussels 2001 European Union, Cotonou 2001, etc.) underlines the necessity of translating completely into acts and not only into words '' acta not verba '' this recognition of the civil society as decisive and major in development and good governance, by an authentic partnership establishment between the State and the civil society (as well as with the other actors), in various domains of development.
At the national level, the awareness of the necessity of a national platform, at the level of the Malagasy civil society organizations is a process which covers years 1992-1996 marked in particular by the creation andor the intensification of certain number of collectives, national and local networks of associations and NGOs in various domains of development. During the following stage, years 1997-1999, these organizations wondered about what generally is in particular the Malagasy civil society (DRV, COMODE, CNOE... For some, these questioning ended in very clear orientations on the necessity of strengthening the Malagasy civil society and of setting up a common Charter (DRV on 1998). The enrichment of the national and local associations during the last 3 years 2000-2004-by the positive and negative experience during the last decade, the birth of several collectives, federations, sector-based and thematic platforms in regions, in provinces and at the national level (Water network and Sanitation, platform of human rights, platform land tax, etc.) led to a consensual report from a part of the Malagasy CSO on the imperative necessity to set up a national Platform to assume better bigger responsibilities.
In last analysis, it is the dynamics of this whole process and in particular the progressive constitution of these diverse sector-based and thematic platforms in regional, provincial and national levels linked to the dynamism of several associations in 22 regions of Madagascar for the last four years ( 2000-2004 ) that succeeded in the emergence of the Preparatory National Committee (PNC) created during the national workshop of Maibahoaka in July 2003, in charge of the implementation of the National Platform as well as the Preparatory Provincial Committees (PPC) of 6 provinces following the preparatory national Workshop from Itaosy to Antananarivo in March 2004.

Please describe the significant growth of your NPF

Missions:
The PFNOSCM exists and works as a pillar of a good governance system (participative democracy, rule of law, decentralization, transparency, integrity…) because there isn’t any good governance without a strong, structured and organized civil society, strictly bound to the people of various regions, in particular to the poorest. It exists and also works as a force of proposition, alert, interface between the population and the decision-makers at various levels and in various domains for the effective existence of a synergy and a coordination harmonized between various actors aiming the country’s sustainable development.

Evolution of the number of members:
If, at first (in April, 2003), 60 organizations of the civil society established the PFNOSCM committee of implementation, represented at the level of six provinces, at present there are more than 2.000 organizations distributed in 22 regions of Madagascar, working in all the business sectors or themes (health, gender, environment, mining resources, governance (election, corruption, security), rural development, human rights, social welfare, water, sanitation, hygiene, etc.).

Activities:
- Awareness-raising and mobilization activities on the roles and missions of the civil society and the structuring issues facing the fight against poverty and all its consequences;
- Supports for the structuring of the civil society organizations at region levels;
- Intensification of the technical capacities of the civil society organization members through trainings, information sharing, diverse supports, advice and orientations;
- Follow-ups of public policies (example: following of the MAP (Madagascar Action Plan) implementation, advocacy (electoral system, water and sanitation, fight against poverty, gender, rural and land development, etc.).

What are the strong points of your NPF?

1) The PFNOSCM is rooted within the fokontany population (hamlets in rural zones and districts in urban zones), districts and 22 regions of Madagascar
2) It is also constituted by organizations working in all development sectors
3) It is composed of 22 regional platforms and 11 national thematic platforms
4) The PFNOSCM is at present recognized as an interface at the level:
- Of the Republic Presidency;
- Of the Government;
- Of the United Nations System in Madagascar;
- Of the SADC (the PFNOSCM is represented within the NGO Council of the SADC (CNGO / SADC);
- Of the COMESA
- Etc.
5) The PFNOSC has a permanent team since January, 2007 and which assures the realization of its action plans.

What are the weaknesses and points to be improved?

1) Raising awareness and mobilization on the roles and missions of the civil society organizations and on structuring issues;
2) Problems of institutional, organizational intensification (example: insufficiency running costs and team) and technical (a lot of technical reinforcement to be given to local people in charge to make them effective enough);
3) Gaps in communication;
4) Necessary capacity building in financial management for the local directors in charge of the Platform.

What services does your NPF offer its members?

Strategic Axis (A.S) 1. The mobilization and the organizational, institutional and technical intensification of the national Platform and of regional and thematic platforms of the Malagasy civil society organizations:

S.A. 2. The implementation and the reinforcement of participative mechanisms, in the implementation and in the follow-ups of strategies and policy development:

S.A. 3. Support for the implementation and intensification of participative and democratic governance devices:
- Information sharing, intensification of capacity building in negotiation, communication, advocacy, training in public policy follow-ups, technical accompaniment for advocacy activities.

S.A 4. Management of an efficient, internal and external communications strategy:
- Support for the communication strategy elaboration, for the elaboration of communications tools, for the implementation of communication actions.

Does your NPF take a stand with respect to government policies, regional or international institutions?

Example: active participation in the writing of Madagascar’s Action Plan, country programs of the United-Nations and European Union system (10th FED), Office of the Emergency Works, Water-Sanitation -Hygiene committee, Committee for the reform of children’s rights, Fund of local development , participation in the elaboration of sub-regional SADC program for the fight against poverty and development through the CNGO-SADC (Summit of SADCs Heads of State in Maurice in April, 2008), advocacy through the CSOs coalition for the electoral system reform, etc.;

How are its stands elaborated and adopted?

- Consultation of the civil society organizations at regions level on precise questions;
- Creation of 11 thematic groups at the national level to think about specific issues and bring suggestions of improvement. These thematic groups are: Health, Gender, Environment and natural resources, rural Development, Land tax, Governance, Social welfare, Water-Sanitation-Hygiene, Economic development, Human Rights, Education-Formation;
- Groups of thematic discussion;
- Implementation programmed in the months to come from a group of multidisciplinary experts to support the thematic groups and the regional responsible in charge of the civil society regarding information, analysis and proposition of solutions on public interest issues.

Functioning and governing of the NGO national platform

What is the legal status of your NPF? Is it registered or declared with the authorities? What laws govern NGO activities in your country? Are there different laws for different kind of organizations? (NGO, association, union, collective group, etc) Specify in 10 lines

- The PFNOSCM has an ''association'' status.
- Associations are governed by the 60.133 Prescription of October 3rd, 1960, by the law num. 96.030 of November 29th, 1996.
- There are thus specific laws governing according to the type of organization composing the civil society in Madagascar.

What are the decision-making bodies of your NPF? (General Body, Administrative Board? Executive Administration ? Ethical Board ? How are these bodies designated?

- We have the General Assembly, the supreme decisive authority, which meets in ordinary GA every 4 years, then the Strategic National Council of Orientation and Follow-up (CNOSS) established by two members per Region for the 22 Regions of Madagascar. The CNOSS is headed by a National President and a General Secretary democratically elected in GA.
- Most of the CNOSS members were elected by the regional delegates during the national Agreement partnership of the PFNOSCM implementation in June, 2005. Their main mission is to popularize the civil society common Charter at the region’s level, to lead the implementation and functioning of the regional platforms and to assure the relations with the presidency, the national executive Secretariat and the others regional platforms
- For the organized regional platforms, the election of the CNOSS members - who are also in charge of the regional structures of the civil society - is made in a democratic way in General Assembly with the participation of civil society organizations at municipalities and districts of every region.

Yes. We have an INTERNAL REGULATION which circulated during 4 months in 22 regional platforms and 10 thematic platforms to be discussed. We enter the last phase of validation.

Actually 4. Although several requests of the international structures have been formulated to become member of the NPF since the launch of the implementation process in 2003.

This relatively restricted number is explained by the Preparatory National Committee decision to centre at first the efforts on the raising awareness and mobilization of 22 regions organizations on the issues of the NPF creation, on the Malagasy civil society structuring, of the necessity of a common vision and common Charter adapted to the specific conditions in Madagascar and to the international environment. Also, the integration of the international organizations was sent back to the next stage, which is to the current stage.

How do the members receive information about the activities of your NPF and its members (letters, e-mails, meetings, Web site, Intranet …) ?

Governing of the NGO platform

How are the Administrative Board members elected? What are their duties? (Drawing up strategic perspectives, follow-up of activities and budget…)? Specify.

Within the PFNOSCM, we have:
- The General Assembly: supreme organ of orientation and decision
- The Strategic National Council of Orientation and Follow-up or CNOSS where heads the President and the General Secretary elected by the GA as well as two representatives elected by each of the 22 member regional platforms of the NPF (all in all 22 representatives of the civil society organizations of 22 regions). The CNOSS thus has in his head a National President and a General Secretary who meet twice a year.
- For the organized regional platforms, the election of the CNOSS members - and who are also in charge of the regional structures of the civil society - is made in a democratic way, in General Assembly, with the cooperation of the civil society organizations at the municipality level.

Yes. At the region level: it is a question of the Regional Strategic Committee of Orientation and Follow-up (CROSS). Two members at every regional district establish the CROSS which is a kind of “Board of Directors ''.

- By national consultations as in December, 2007 when all the CNOSS members of the 22 regional platforms and responsible in charge of the 11 national thematic platforms presented a report on their expectations, their priorities and their needs in skills.
- By trainings in ABC (Analyses of Skill Needs) for regional platforms with the technical support of the national executive Secretariat (6 regional platforms benefited from this training in 2008)
- The identification, the analysis of needs, priorities and needs in skills result in the participative formulation and implementation of action plans.

3 March 2009, In keeping with its declarations dated 27th January and 2nd February 2009, and its appeal to the Malagasy people on 6th February for a non-violence and non-aggression pact, and in the wake of the exacerbation of the current sociopolitical crisis which resulted in the massacre in Ambohitsorohitra last Saturday, where around hundred lives were lost and a hundred people injured, the PFNOSCM (National Platform of Civil Society Organizations of Madagascar), strongly reiterates its stand in this document.
